Did the Olympic breaststroker cheat?

Citius, Altius, Fortius. These three Latin words mean Swifter, Higher, Stronger and are what the Olympics are supposed to be based upon. No mention of sticking to the rules to be the swiftest, the highest, or the strongest. Ask the 2004 gold-medalist in the men's 100m breaststroke, see what he has to say. Not that my opinion matters, but ask me, Mat Luebbers, About.com Guide to Swimming, and I'll say follow the rules. I'll also say that in the men's 100m breaststroke, I saw a dolphin kick as the gold-medalist performed his pullout off of the the turn".
