World Swimming Coaches Association Proposes the World Swimming Association

The World Swimming Coaches Association (WSCA) proposal for a World Swimming Assocoation (WSA) to replace FINA as the world governing body for swimming is getting clearer with the release of the Proposed Provisions for the World Swimming Association. They have listed the proposed provisions with a side-by-side comparison to the same, existing, FINA provisions (continued from page 2).

Committees
Types
[FINA]: Technical Swimming Committee, Technical Open Water Committee, Technical Diving Committee, Technical Water Polo Committee, Technical Synchro Committee, Masters Committee, Sports Medicine Committee
[WSA]: The following committees will be standing committees of the WSA: Finance, Audit, Marketing, Doping, Officials, Learn to Swim, Growth, Coach Development, Athlete Development, Facility Development, Elite Performance, Anti-Doping, Health & Safety, and Administration & Management. The Governing Board will have the authority to create additional committees as it needs to.

Composition
[FINA]: Committees shall consist of: 12 members, each from different Member Federations, except for the Sports Medicine Committee, which shall consist of 6 members, each of them from different Member Federations. They shall be appointed by the Bureau at its first meeting, subject to the approval of their Member. Only those persons may be appointed members of a Committee who are recognised experts in the respective sport, capable of, and interested in, actively and regularly attending the meetings of the Committee and co-operating on it. From the members the Bureau shall appoint the Chairman, the Vice Chairman and the Honorary Secretary.
[WSA]: The consistency of the committees shall be determined from time to time by the Governing Board. The Doping Committee and any other committee that can act on behalf of the Governing Board shall consist of at least 3 members from the Governing Board.
